Commissioners for the District of Columbia In 1791, <a href="http://mallhistory.org/items/show/152">President Washington</a> appointed Thomas Johnson, Daniel Carroll, and David Stuart commissioners to supervise the planning, design, and construction of the new capital city and surrounding federal district.
